Former Gulf Cartel leader arrested by Border Patrol

RIO GRANDE CITY — Federal authorities detained a former local leader of the Gulf Cartel.
Eudoxio Ramos Garcia, 34, was detained by U.S. Border Patrol agents Thursday at a house in Rio Grande City.

Federal agents interviewed Ramos the next day, after agents learned Ramos had worked as the Gulf Cartel's plaza boss in Miguel Alemán, across the U.S.-Mexico border from Roma.

Ramos claimed he worked as an independent drug smuggler in Miguel Alemán, selling narcotics to various buyers, including Jesus "La Burra" Munetonez Juarez, who was killed after Ramos sold him about 120 kilograms of marijuana, the complaint states.

That marijuana was sold to the nephews of a man known as "Pepio," the current Miguel Alemán plaza boss and brother of Munetonez.

Ramos said his brothers' nephews typically move their drug loads north to Houston, the complaint states.

Ramos told agents he had illegally entered the U.S. on Oct. 18 by wading across the Rio Grande near Escobares, a criminal complaint states. Ramos told agents he made the illegal entry because he has an expired visa and was not legally able to come to the United States.

Ramos told agents he paid a smuggler named "Fido" about $500 to move him from Mexico to the Rio Grande City, the complaint states.

Ramos made an initial appearance before U.S. Magistrate Judge Peter Ormsby on Monday in federal court in McAllen. A detention hearing in the case is set for Thursday.
